Principles of the economic mechanism of the region

The foundation of radical economic reform is rightly considered to be the transition to full self-financing of the main production link. The law on state-owned enterprises, adopted in 1987, despite all its inconsistency and vagueness, especially in solving property issues, still outlined the path to economic independence of enterprises. The Law states that the enterprise "has a separate part of the national property", and the labor collective uses "as the owner of the national property". Without defining what is meant by "a separate part of public property", and without using the term "rent", the Law at the same time does not prohibit this, as some of our economists call it, "the third form of self-financing".

The second step in this direction was the Law on Cooperation, which allowed the creation of independent cooperative production units in various sectors of the economy. Recently, labor collectives have also had the opportunity to buy out their enterprises from the state by issuing shares and then selling them among the members of the labor collective.

The definition of the economic independence of the main production link as the foundation of economic reform has become a kind of watershed between different approaches to improving the organization of the territorial economy. The main argument of the supporters of the evolutionary path of restructuring the organization of the territorial economy is the thesis that the economic independence of enterprises has not yet become an economic reality. This means that it is not yet possible to rely on it when developing measures to solve regional problems. Therefore, another way is proposed: to transfer to the ownership of the Soviets enterprises and organizations that directly meet the needs of the population of this region, that is, enterprises and organizations of the agro-industrial complex, social infrastructure, small and medium-sized enterprises for processing products and repairing equipment, local transport and trade. All these enterprises and organizations will become regional property and will form the so-called local economy, and the executive committees will carry out operational management of their activities.

What will this solution of the problem lead to? Most likely, having received all of the above objects into their ownership, executive committees, but those who are able (and unwilling) to manage their activities by economic methods, will create powerful territorial inter-economic associations (TMOS). This is exactly the process that is happening now.

As a result, instead of branch departments, we will get territorial departments, somewhat, however, less powerful than the Sovnarkhoz of 1957-1965, since they will not include large industrial enterprises.

Adherents of this approach follow this logic. They say that while the independence of economic organizations has not become a reality, the regional market does not exist, but there is a shortage of goods, and regional problems need to be solved and solved urgently — the population of the region should have its own property to overcome regional problems.
